On the Morning of March 13, the first maritime judicial expertise agency in Shanghai—the Shanghai Maritime Judicial Expertise Center’s Press Conference and Unveiling Ceremony was held at SMU. Over 40 elites from Shanghai judicial circles, maritime circles, law circles and shipping industry circles such as Mr. Cai Yongjian, President of Shanghai Association of Forensic Science, Mr. Sheng Yongqiang, Vice President of Shanghai Higher People’s Court, and Mr. Xu Guoyi Director-general of Shanghai Maritime Safety Administration gathered at Lingang campus of SMU. In addition, Prof. Yu Shicheng, Chairman of SMU University Council, Prof. Huang Youfang, President of SMU, Prof. Kong Fancun, Vice President of SMU and Mr. Cai Cunqiang, Head of Shanghai Maritime Judicial Expertise Center jointly attended the ceremony.
President Cai Yongjian on behalf of Shanghai Bureau of Justice and Shanghai Association of Forensic Science sent warm congratulations on the founding of Shanghai Maritime Judicial Expertise Center. He noted that developing maritime judicial expertise is an embodiment to increase the nation’s shipping soft-power, but also a necessary choice for building powerful country in the shipping field. As the first accreditation agency engaged in identifying ship and marine accidents, Shanghai Maritime Judicial Expertise Center fills in the relevant blanks within Shanghai, and is of significant in further regulating the market of maritime judicial expertise and strengthening legal system building in shipping industry.
Vice President of Shanghai Higher People’s Court, Mr. Sheng Yongqiang expressed that SMU constantly provide an intellectual and professional support for the maritime trials of Shanghai Court, and the two sides will surly offer powerful guarantee for the construction of Shanghai International Shipping Center.
Director-general of Shanghai Maritime Safety Administration, Mr. Xu Guoyi said that Shanghai is one of the 10 coastal cities in China with specialized maritime court; creating a professional maritime judicial verification agency is not only to recognize the need of marine litigation and trial, but also to guarantee the construction of international shipping center. The Maritime Judicial Expertise Center will provide strong support for the maritime administration’s investigation, and Shanghai Maritime Safety Administration will spare no efforts to help promote its development.
Chairman Yu Shicheng on behalf of SMU sincerely thanked all circles of the society for the strong support during Shanghai Maritime Judicial Expertise Center’s building. In the presence of all guests, President Huang Youfang and President Cai Yongjian jointly unveiled the plague for the center. After the unveiling ceremony, the guests toured Mulan Simulation Center, Automatic Engine Room, Water Training Center, Ship and Marine Engineering Environmental Load Laboratory and so on.
